Spotlighting the Backstage Governance of Citizens’ Assemblies: Lessons from East Asia, Europe, and Latin America

In 2024, SEPC joined an international team of researchers for examining the backstage or governance of citizens’ assemblies in East Asia, Europe, and Latin America. This effort aims to learn lessons from the governance of citizens’ assemblies around the world and, in so doing, generate actionable recommendations for the governance of citizens’ assemblies on a global scale. Global Citizens’ Assembly Network (GloCan) coordinated the collaboration.


This Technical Paper begins by highlighting the key findings of the research, followed by a set of recommendations for the governance of global citizens’ assemblies. The authors provide a summary of observations on the governance structure of citizen’s assemblies in each region and emphasise how these insights can inform the governance of global citizens’ assemblies.
